General Orders No. 17, 1864, War Department
By direction of the President of the United Slates, Major General S. P. Heintzelman, U. S. Volunteers, is placed in command of the Northern Department, which will be composed of the States of Michigan, Ohio, Indiana, and Illinois—Headquarters at Columbus, Ohio.
