Con is regularly online during the day, often sitting upon a mushroom near the Gazebo, or in his office on the deck of the clubhouse (blue building) on the second floor, if he isn't working on a new display somewhere on the property.
While you may come upon Con sitting in the area, if you notice he doesn't respond to your local chat greeting, try contacting him via a direct IM to get his attention.
